Description: THIS IS A NOTICE OF INTENT TO AWARD TO A SINGLE SOURCE, AND THERE IS NO “FULL ANNOUNCEMENT” ASSOCIATED WITH THE NOTICE. this Notice in NOT a request for comptetive proposals. The U.S. Fish and Wildlife Service intends to award a cooperative agreement to The Nature Conservancy, under authority of CFDA 15.608 and the Fish and Wildlife Conservation Act of 1980, as ammende in 1988 (16 U.S.C. 2901-2911; 94 Stat. 1322). Willapa National Wildlife Refuge (“NWR”) and The Nature Conservancy (“TNC”) share a common boundary and adjacent ownerships with some of the same biological integrity issues for timberlands that had been actively cut prior to conservation ownership. TNC embarked upon a process to restore forest health not only to TNC property (Ellsworth preserve) but to work outside of their ownership to bring about forest restoration on a landscape scale. TNC developed a forest management plan for both ownerships and a suite of actions and timetables for implementing to restore the forest health. To bring about the changes that are being sought, the refuge needs to provide assistance to this effort. This agreement is being implemented in order to restore the long term health and biodiversity to the forests on the Long Island unit of Willapa NWR.The public will benefit not only from improved biological health of these coastal forest stands but in practical ways as well such as improving quality of public use opportunities such as big game hunting or wildlife observation. Period of perfomance is from June 1, 2010 to December 31, 2010. A determination by the Government not to compete this proposed assistance based upon Department Manual 505DM2, paragraph 2.14 (B) (1) Unsolicited Proposal of the applicant.
