Description: The United States Department of State’s Bureau of Counterterrorism (CT) announces a Notice of Funding Opportunity (NOFO) for the development of new community-based, multidisciplinary early intervention models for the purpose of terrorism prevention in targeted countries. Early intervention programs provide support to vulnerable individuals who have been exposed to terrorist propaganda and/or are clearly drawn to or are in the process of being radicalized to terrorism. Intervention programs often include community-based referral mechanisms and engage and build the capacity of local community stakeholders, such as social workers, mental health practitioners, and educators, to provide psycho-social support to and help “off-ramp” referred individuals. Such programs may also include engagement with and support for families of such individuals and support for peers as mentors or positive role models.

The CT Bureau will support the development of community-based early intervention models in Bangladesh and Macedonia in communities with documented cases of terrorist recruitment and radicalization. CT aims to fund one proposal, pending the overall quality of project ideas and availability of funding.

The CT Bureau reserves the right to fund any or none of the proposals submitted and reserves the right to reduce, revise, or increase the proposal budget in accordance with the needs of the project and the availability of funds.
