Additional Information on Eligibility: This Single Source Award is being awarded in accordance with Department of the Interior Policy 505 DM 2.14 B 2 Continuation: This award is a continuation of agreement F11AP00134.
3. Legislative Intent: P.L. 111-88 Sec 112 states: For fiscal year 2010, and each fiscal year thereafter, the Secretary of the Interior may enter into cooperative agreements with a State or political subdivision including any agency thereof, or any not-for-profit organization if the agreement will: 1. serve a mutual interest of the parties to the agreement in carrying out the programs administered by the Department of the Interior; and 2. all parties will contribute resources to the accomplishment of these objectives. At the discretion of the Secretary, such agreements shall not be subject to a competitive process. Since FWSs Region 6 Regional
Director has been designated as DOIs authorized official for the case, acting on behalf of the Secretary, and the Native Plant Propagation project was identified in the preferred alternative of the RP/EA, the criteria for P.L. 111-88 have been met; and
4. Unique Qualifications: Colorado Mountain College owns the property where the facility will be located and they began working on this project under agreement F11AP00134, which allows for award without competition to an applicant. This recipient and project meet this criteria due to a continuation of the project, legislative intent of P.L.111-88 Sec 112, and unique qualifications.

Description: The tasks to be performed under this agreement are as follows:Task 1: Project Planning and DesignThe planning and design phase of the project will draw on work completed to date with information and analysis of existing site conditions completed by project team members.The Planning and Design process will include the following:Obtain and set up base maps for the projectDevelop an architectural design of greenhouse compatible with the existing historic structures including structural engineeringConduct an energy analysis including design of integrated system; for example a combination of alternative energy options.Complete final plans, including construction documents.Task 2: Determine Water Supply and Augmentation NeedsThe Recipient will determine demand and design water-related systems to irrigate greenhouse and outdoor plots. This task includes any water related engineering and legal services required to complete documents to legally use water for the project.Task 3: Determine Design of Outdoor Plots and Environmental Data CollectionThe Recipient will, with assistance from the Service, collect environmental data regarding existing conditions on the property as well as to assist in design of outdoor plots. Outdoor plots will be designed for optimal irrigation, drainage, plantings, and fencing.Task 4: Project CoordinationThe Recipient will provide overall project management and administrative oversight of the Upper Arkansas River NRDAR Native Plant Propagation at Hayden Ranch fromgreenhouse outdoor plot planning through implementing those plans.
