THIS IS A FINAL RFA.

Please find attached the revised Fiscal Year (FY) 2020 Request for Applications (RFA) for the Office of Food for Peace (FFP) Development Food Security Activities in Zimbabwe. The revised RFA addresses the pertinent questions received during the question period for the subject RFA. USAID did not respond to questions individually, but has addressed pertinent questions in the revised RFA. The revised RFA also addresses recent revisions to the Automated Directives System (ADS) 303, including revised construction requirements, and asks applicants to include illustrative and prioritized interventions per purpose and sub purpose as an Annex.  

Further, USAID’s email capacity in Section IV Application and Submission Information is changed from 25 megabytes (MB) to 10 MB, including all attachments. Applicants may still use multiple emails or zip files, if needed.

USAID/FFP is still finalizing research reports as referenced in the RFA. USAID/FFP will post the Food Security and Stakeholder Mapping research reports on the FFP Country Fact Sheets page for Zimbabwe as soon as they are completed.  

Applications are still due by Monday, March 16, 2020, 11:59 a.m. EDT (Eastern Daylight Time). Please do not wait until the last day to submit applications.

The U.S. Agency for International Development (USAID) Office of Food for Peace (FFP) is seeking applications for funding for development food security activities in Zimbabwe. Private voluntary organizations or cooperatives, including U.S. and non-U.S. nongovernmental organizations (NGOs), may apply. Public international organizations are also eligible to apply. Subject to the availability of funds, under this Request for Applications (RFA)1, FFP plans to make up to the number of awards as described in detail in the Program Description. Please refer to the Program Description for a complete description of possible locations and activities. USAID reserves the right to use any assistance mechanism available to this agency (e.g., grant, cooperative agreement, leader with associates award) and to adjust the number of awards, funding levels, sources of funding, and/or procedures. The funding source will be Title II Funds. The applicant’s activity designs inform funding levels, but FFP sets funding levels for successful applicants. FFP will notify successful applicants of any changes or updates, accordingly.

USAID’s Office of Food for Peace (FFP) will host a stakeholder briefing on the Draft Fiscal Year 2020 Request for Application (RFA) for Zimbabwe in Washington, DC on October 22, 2019 and in Harare, Zimbabwe October 29, 2019. Please find attached the draft Fiscal Year 2020 (FY 2020) Request for Applications (RFA) for a Development Food Security Activity (DFSA) in Zimbabwe for review and comments. The Office of Food for Peace (FFP) is not requesting the submission of applications at this moment. All background and programmatic information for this solicitation can be found directly within the RFA and included attachments; a separate country-specific information document is not included. 

USAID/FFP is proposing a Refine and Implement approach and a significant emphasis on community consultations, social cohesion, and implementation-driven learning.   

Because this version of the FY 2020 DFSA RFA for Zimbabwe is in draft and subject to change, all potential applicants are strongly advised to wait for the final version before starting to work on an application. USAID reserves the right to adjust the number of awards, funding levels and sources of funding. Applications are submitted at the risk of the applicant, and all preparation and submission costs are at the applicant’s expense.

Please note that no USAID/FFP country backstop officers or field representatives should be contacted in any way about information contained in the draft RFA materials. As stated in the draft RFA, all comments and inquiries should be directed to FACG@usaid.gov. 

Comments on the draft FY 2020 DFSA RFA for Zimbabwe are due on Wednesday November 13, 2019 at noon (Eastern Standard Time). However, please do not wait until the last day to submit your consolidated comments and inquiries. USAID/FFP is planning to have a stakeholder consultation in Washington, DC and in Harare, Zimbabwe while the RFA is in draft. The date and place of the stakeholder consultation sessions will be communicated later.
