USAID Health Evaluation, Research and Development (HERD) Project Grant under the Health Research Program 2.0 (HaRP 2.0)

1)Be a U.S. or non-U.S. based NGO; or

2)Be a US or non-US based for-profit, not-for-profit, international organization, or private voluntary organization, inclusive of universities.

AND have the following items #3-8:

3)Demonstrated capacity in linking global and country level policy and advocacy in health or other related areas in LMICs;

4)Demonstrated managerial, technical, and institutional capacities to achieve the results outlined in this RFA, including financial systems;

5)Documented capacity to collaborate and work in LMIC settings in the substantive areas outlined in this RFA;

6)Demonstrated ability to collaborate with host-country governments, NGOs and other donors to undertake research, and advance policy and advocacy in the substantive areas outlined in this RFA;

7)Established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations; and

8)Propose to contribute cost share from their own, private, or local sources no less than 3 percent of the amount of funds obligated by USAID for the implementation of this project over the course of the agreement. Specifically, such funds may be mobilized from the recipient; other multilateral, bilateral, and foundation donors; host governments; and local organizations, communities and private businesses that contribute financially and in-kind to the implementation of activities at the country level. Mobilization of funds from outside sources through cost share of project activities is highly encouraged.

Applications from organizations that do not meet the above eligibility criteria will not be reviewed and evaluated. Individuals are not eligible to apply for this RFA.

The applicant (unless the applicant is an individual or Federal awarding agency that is excepted from those requirements under 2 CFR 25.110(b) or (c), or has an exception approved by the Federal awarding agency under 2 CFR 25.110(d)), is required to:

(i)Be registered in SAM before submitting its application;

(ii)Provide a valid DUNS number in its application; and

(iii)Continue to maintain an active SAM registration with current information at all times during which it has an active Federal award or an application or plan under consideration by a Federal awarding agency.

Applicants under consideration for an award that have never received funding from USAID may be subject to a pre-award audit to determine fiscal responsibility, ensure adequacy of financial controls and establish an indirect cost rate.

Subject to the availability of funds, USAID intends to provide approximately $24,500,000 in total USAID funding to conduct health research and evaluations for development, testing and refinement of new and improved tools, technologies, approaches, interventions and policies in low- and middle- income countries (LMICs). While one award is anticipated as a result of this RFA, USAID reserves the right to fund any or none of the applications submitted.
