Description: |
This is Addendum 4 under the existing Active Communities – Effective States (ACES) Annual Program Statement (APS No. 7200AA19APS00010). Consistent with United States Government (USG) foreign policy objectives in Central America, through this Addendum 4 USAID/Honduras is requesting the submission of Concept Notes to support the Improved (Re)integration Services Activity. The purpose of this activity is to increase sustainable (re)integration of returned Honduran migrants and Internally Displaced Persons (IDPs) to reduce irregular migration to the United States. Effective (re)integration of returned migrants and IDPs in the Northern Central America countries is a high priority for the Biden Administration, the U.S. Congress, and migration advocates in the U.S. Addressing this priority requires helping ensure that returnees and IDPs find safety as well as satisfactory social services and economic opportunity in their communities of origin. Issuance of this Addendum 4 does not constitute an award or commitment on the part of the USG, nor does it commit the USG to pay for costs incurred in the preparation and submission of a Concept Note or an Application. Applicants submit Concept Note applications at their own risk and all preparation and submission costs are at the applicant’s expense. USAID/Honduras may determine whether there will be co-creation with USAID internally or a workshop with the successful Concept Note applicants (those whose Concept Notes are responsive and pass the merit review evaluation). USAID/Honduras also reserves the right to not conduct a co-creation phase at all and request full applications from successful Concept Note applicants. |
