The second stage is submission of Full Applications and only applicants with the most highly evaluated Concept Papers will be invited to submit Full Applications. Award Preferences: The purpose of this fund is to address urgent and new human rights challenges while building the capacity of local human rights groups and actors to respond to these challenges. Applications that aim to directly fund local groups and establish pilot projects will be prioritized over applications that propose to add resources to current mechanisms and/or fund international entities.
