Through the Scaling up Access For Expanded Voluntary Medical Male Circumcision (VMMC) Services (SAFE) activity, USAID aims to support the recipient’s program to expand access to high quality lifelong biomedical intervention that will avert new HIV infections among young boys and men. Through key activities, the SAFE Recipient will support the Government of the Republic of Namibia (GRN) Ministry of Health and Social Services (MOHSS) and the private health sector in the delivery of high quality safe medical male circumcisions.

SAFE will provide technical support for site-level and above-site interventions including technical leadership, service delivery, in-service training, quality management, policy and guidelines revision, domestic resource mobilization, communications and social mobilization, monitoring and evaluation for accelerated scale up of VMMC delivered in combination with other HIV prevention interventions. USAID envisions that communities will be engaged and empowered through routine advocacy, demand creation and social mobilization for male circumcision.

Amendment No. 3 is being issued to provide a fully amended and restated NFO for the SAFE Activity. Summary of changes made in Amendment No. 3 to NFO No. 72067319RFA00001:

• Extensions of the deadlines for submitting questions and applications;
• Eligibility is no longer limited to local organizations – eligibility is not restricted;
• Expansion of the geographic scope of the activity within Namibia, and increase in targeted comprehensive VMMC packages;
• Increase in the estimated total USAID funding; and
• Changes in minimum qualifications for Key Personnel.

Amendment number 2 is being issued to place the application process for the subject NFO on hold for an indefinite period. It is anticipated that a future amendment to this NFO will be posted in the near future. As this activity is funded under the United States President’s Emergency Plan for AIDS Relief (PEPFAR), it is subject to the approval of the U.S. Global AIDS Coordinator and Special Representative for Global Health Diplomacy and the annual Country Operational Plan, which could result in changes to the anticipated activity.

Until such a further amendment to the NFO is posted, USAID will not be accepting applications for the SAFE Activity. Accordingly, potential applicants should refrain from submitting applications at this time.
