Description: USAID/Philippines trafficking in persons program will support targeted interventions based on relevance, selectivity, effectiveness, impact, and sustainability. USAID assistance will address priority areas and reform initiatives of the Philippines, represented on the government side by the IACAT, and by a variety of civil society organizations (CSOs). USAID/Philippines is currently supporting initiatives in economic growth and education to create an environment conducive for greater local employment. USAID assistance will give priority to initiatives that will create a sustainable foundation for improved prosecution, protection and prevention of human trafficking. USAID assistance will seek to strengthen and scale-up successful components of past projects and complement initiatives of other donors to maximize the program�s contributions to the anti-trafficking efforts of the Philippine government and CSOs. USAID assistance will take into consideration the sustainability of activities and results.

The purpose of this modification is to revise the submission of applications to Full Technical and Budget proposals in lieu of the earlier two-step process which consists of an initial Concept Paper and Summary Budget and a subsequent Technical Proposal and Budge as stated in Sections A and B. All terms and conditions of this Request for Applications remain the same.

Changes to this Request for Applications are as follows:

A. In the RFA Cover page: In paragraph 11, delete “two-step process”, and replace with “This RFA now involves the submission of applications to Full Technical and Budget proposals in lieu of the earlier two-step process which consists of an initial Concept Paper and Summary Budget and a subsequent Technical Proposal and Budget procedures”.

B. In Section A, Preparation and Submission Guidelines: Delete “Step-1, Concept Paper and Summary Budget procedures” in its entirety, and replace with “All interested applicants must now submit a Full Technical and Budget proposals in lieu of the earlier two-step process which consists of an initial Concept Paper and Summary Budget and a subsequent Technical Proposal and Budget”.

C. In Section B, Selection Criteria: Delete “Evaluation Criteria for Concept Paper” in its entirety.
