Concept papers will only be reviewed after the cutoff date and not on a rolling basis. Interested organizations are encouraged to submit their concept paper after answers to questions have been published, since only one submission per addendum (round) is allowed. See highlighted revisions in Section F.1. 3. If an organization submits more than one concept paper under one addendum (round) as the prime applicant, all of their submitted concept papers will be eliminated from review and consideration.
