Additional Information on Eligibility: This Notice of Intent (NOI) is not a request for applications. This announcement is to provide public notice of the U.S. Department of Labor’s (USDOL) intention to fund the following project activities without full and open competition.

Description: This is a Notice of Intent only. The U.S. Department of Labor (USDOL), Bureau of International Labor Affairs (ILAB), intends to provide funding for a cooperative agreement with the Ping’an Coal Gas Control National Engineering Research Center Co., Ltd. for a project to support worker training and joint technological research, development, and demonstration for devices that potentially help eliminate or reduce occupational safety and health hazards in coal mines in the United States and China. The project will aim to: (1) promote coal miners’ participation in decision-making in Chinese coal mines, (2) support the research, development, and pilot-testing of technologies that potentially contribute to improved safety and health conditions at coal mines, and (3) support interventions at the national government-, local government- and enterprise-level to promote the reform of and improved implementation of coal mine safety standards and regulations.

ILAB is authorized to award and administer grants and cooperative agreements by the Consolidated and Further Continuing Appropriations Act, 2015, Pub. Law 113-235 (2015).
