Additional Information on Eligibility: Any commercial, international, educational, or non-profit organization(s), including any faith-based, community-based, or public international organization(s) capable of successfully implementing a project to reduce forced labor and human trafficking in the recruitment of workers in a sector and/or supply chain are eligible to apply. Lack of past experience with USDOL cooperative agreements, grants, or contracts does not bar eligibility. All applicants for ILAB funding opportunities must have a Data Universal Numbering System (DUNS) number and be registered in the System for Award Management (SAM) prior to applying for funding. New applicants should be aware that applying for a DUNS number and registering in SAM may take several weeks. Applicants should plan accordingly to avoid unexpected delays that could result in the rejection of the application. Description: Subject to the availability of funds, USDOL’s Bureau of International Labor Affairs (ILAB) intends to award, through a competitive process, one cooperative agreement to an organization to reduce forced labor and human trafficking in the recruitment of workers in a sector and/or supply chain. The project should achieve the following outcomes: (1) improved understanding of the nature of forced labor and human trafficking in the recruitment of workers; (2) improved company-led approaches to address forced labor and human trafficking in the recruitment process; (3) improved compliance with recruitment policies and procedures by third-party recruiters; and (4) increased action on promoting responsible recruitment policies and practices among private sector actors. Applicants must propose to work with at least one (1) company and its/their labor recruiters, in at least one (1) country, and at least one (1) sector and/or supply chain. The selection of the country(ies) and supply chain(s) must be based on evidence of recruitment-related forced labor and/or human trafficking in that particular sector or supply chain. In addition, the country(ies) and sector(s) and/or supply chain(s) proposed must be covered in DOL’s Findings on the Worst Forms of Child Labor, on the List of Goods Produced by Child Labor or Forced Labor, or in a sector or supply chain in a country not covered in one of these reports but where the applicant has substantive evidence of indicators of recruitment-related forced labor and/or human trafficking.
