Additional Information on Eligibility: The following organizations are eligible to apply: any commercial, international, educational, or non-profit organization(s), including any faith-based, community-based, or public international organization(s), capable of successfully achieving the stated objective is eligible to apply. Lack of past experience with USDOL cooperative agreements, grants, or contracts does not bar eligibility. All applicants for ILAB funding opportunities must have a Data Universal Numbering System (DUNS) number and be registered in the System for Award Management (SAM) prior to applying for funding. New applicants should be aware that applying for a DUNS number and registering in SAM may take several weeks. Applicants should plan accordingly to avoid unexpected delays that could result in the rejection of the application. Description: Subject to the availability of funds, USDOL’s Bureau of International Labor Affairs (ILAB) intends to award, through a competitive process, one cooperative agreement to an organization to fund a technical assistance project in a minimum of three (3) U.S. trade partner countries over the life of the cooperative agreement to target and address gaps in supporting the governments in implementing comprehensive labor law enforcement systems.  Ensuring that workplaces adhere to applicable labor laws involves multiple parties – including workers, civil society organizations, and employers – but requires the leadership of government enforcement.  This FOA solicits applications to implement a project with the objective of effective government enforcement of labor laws that are consistent with relevant labor standards. Initially, the applicant will work in Honduras and Georgia, with up to $2,000,000 total costs available for Honduras and up to $1,000,000 total costs available for Georgia. Up to $4,000,000 total costs is available for other U.S. free trade agreement (FTA) and trade preference program countries, to be chosen in consultation with USDOL after award during the life of the project.
