Mr. Gomez is a well-established, successful biologist operating in Mexico, and is uniquely qualified because he has been working on the Masked Bobwhite survey project for three years. This experience will ensure continuity in methodology and reduce observer bias. He is also well-known by the private landowners who have Masked Bobwhites on their property and has permission to access their lands. In addition Mr. Gomez knows the songs and calls given and habitats used by the Masked Bobwhite, which is only learned with years of experience. This announcement is published as a Single Source in accordance with FAR 6.302-1. This is NOT a request for competitive quotes.
