Description: An experienced individual/entity able to complete the duties described herein and in the Project Summary is necessary to ensure the health and safety of raptors and researchers throughout the entire process. This research is critical to FWSâ¿¿ understanding of ecology and population status of numerous priority species of raptors, but any individual directly involved in the capture, handling, and marking (i.e., telemetry unit) must possess extensive experience in the safe capture and handling of raptors, experience in handling and the care of any live raptor used as a lure bird, and a local knowledge to help efficiently locate raptors to capture. Failure to adhere to these extensive criteria would compromise the Serviceâ¿¿s obligations under the Bald and Golden Eagle Protection Act, the Migratory Bird Treaty Act, and treaties with other nations, as well as compromise the Serviceâ¿¿s ability to further refine regulations and guidance documents related to eagles and raptors. Because these responsibilities are delegated to the Fish and Wildlife Service by the Secretary of the Interior, failure to meet these responsibilities would be injurious to the Government. Also, failure to adhere to these criteria would place raptors (either used as lures or those captured) and other migratory birds at risk and result in inefficient trapping efforts that are more costly to the Government.
