In general, OJP expects that a prospective applicant that is sent an OJP Invitation Letter will be eligible to receive funding as described in the invitation. (Under certain circumstances, however, OJP ultimately may determine that an invited applicant is not, in fact, legally eligible to receive an award.) All recipients and subrecipients (including any for-profit organization) must forgo any profit or management fee. To advance Executive Order 13929 Safe Policing for Safe Communities, the Attorney General determined that all state, local, and university or college law enforcement agencies must be certified by an approved independent credentialing body or have started the certification process to be eligible for FY 2022 DOJ discretionary grant funding. To become certified, the law enforcement agency must meet two mandatory conditions: (1) the agency’s use-of-force policies adhere to all applicable federal, state, and local laws and (2) the agency’s use-of-force policies prohibit chokeholds except in situations where use of deadly force is allowed by law. The certification requirement also applies to law enforcement agencies receiving DOJ discretionary grant funding through a subaward. The Bureau of Justice Statistics (BJS) is seeking an applicant to support the fiscal year (FY) 2022 Survey of Inmates in Local Jails (SILJ): Pretest Sample Enhancement. The purpose of this project is to pretest the revised SILJ instrument. For nearly two years, the COVID-19 pandemic has led to delays in testing. Consequently, to maintain the current budget, several no-cost extensions were made and the sample size was reduced from the federally approved (OMB No. 1121-0339) 360 inmates in 10 local jails to 210 inmates in 6 jails. This enhancement will allow BJS to increase the maximum sample size back to 360 inmates in 10 local jails and extend the project period 15 months beyond the current end date of September 30, 2022. Statutory Authority: Under section 302 of the Omnibus Crime Control and Safe Streets Act, BJS is authorized to “make grants to or enter into cooperative agreements or contracts with public agencies, institutions of higher education, private organizations, or private individuals” for purposes of collecting and analyzing criminal justice statistics (34 U.S.C. ยง 10132(c)(1)). |
